While the premise of community policing is not new, Proactive Policing Leadership defines proactive policing from reactive policing, and provides a foundation from which macro change may occur through proactive policing strategies. The Author pays special attention to economic crimes. His hypothesis is that the “shadow economy” is nothing short of organized crime operating within free markets in which normative supply chains are interrupted, and the formal or official demand for products and services is replaced with counterfeit, stolen, or pirated goods and services. The growth of the shadow economy is disturbing to government officials, and strategies and measures must be inserted into economies through proactive police intervention to preserve economic stabilization.
