Influencing Change: Building Evaluation Capacity to Strengthen Governance takes an elusive yet frequently mentioned concept in development evaluation: evaluation capacity building (ECB) and reviews how ECB can lead the change process in policy and institutional development. The study presents good practices and lessons learned, and introduces new perspectives on ECB. Influencing Change brings together the key papers from the 2009 International Development Evaluation ssociation (IDEAS) global assembly held in Johannesburg, South Africa, and introduces new papers that reflect on what was learned at the conference. The IDEAS conference evaluated concepts, identified challenges, looked for concrete application strategies, and shared experiential learning from the decade after the groundbreaking introduction of the ECB framework in 1999. Development practitioners, policy makers, and decision makers will benefit from insightful intellectual reflections and an updated conceptual understanding and framework of ECB.
