Preparing A Local Fiscal Benefit-Cost Analysis

This report first explains how to prepare an economic impact analysis to estimate the proposed project’s impact on the local economy (i.e., the net change in the jobs created and the new income earned in the local area solely as a result of the project). It then introduces the concepts of fiscal benefit-cost analysis; provides the basic guidelines needed for understanding, preparing, conducting, and evaluating fiscal benefit-cost analyses; and underscores the most common pitfalls in the process.
