This report provides two case studies of implementing community-oriented public safety—one in an independent city of 24,000 inhabitants; the other in a suburban community of 17,300. Both case studies demonstrate the diversity of strategies and the persistence needed to develop true community-oriented public safety. Each follows the evolution of this strategy from early attempts to get police officers into the neighborhoods to full-scale involvement of many local government departments.
