Flexibility in Local Government: Using Nontraditional Strategies for Financial Stability

This report uses a case study of a highly networked metropolitan city to explore a service delivery model that employs a model of flexible government that tailors the best aspects of both public and private organizational structures to ensure optimal performance. As such, it embraces neither the private nor the public as the panacea for dysfunctional and inefficient government, but rather a hybrid approach which draws from both sides of the public-private dichotomy.
